Cheryl Zdana needs to have the medical board after her, she does not care what these patients have in their system, she will prescribe the narcotics to them anyways. She is literally a legal drug dealer, that obviously doesn't test the patients for drug levels, marijuana or to see if they even take the medications prescribed.
